The last few years have witnessed a dramatic increase in interest and funding for national security efforts in space. This attention is to be expected. The economic importance of space is increasing exponentially, and U.S. competitors are rapidly increasing their space capabilities. But how will the militarization of space impact the prospects for the development of human communities beyond Earth? How can military priorities support development of key technologies such as critical infrastructure elements? What might be the expectation for a national or international security presence aboard large scale human habitats? These and other global security questions will be explored by our panel. Keynoting this Beyond Earth Institute program will be Gordon Roesler, Ph.D., President of Robots in Space LLC. Dr. Roesler will share the latest work at the Defense Innovation Unit and the space infrastructure research that the DoD is supporting. An international perspective will be provided by Barbara Belvisi, founder and CEO of Interstellar Lab. Dr. Greg Autry, Clinical Professor of Space Leadership, Policy and Business at Arizona State University and Beyond Earth VP for Economic Vibrancy will join in a panel discussion on the subject. The panel will be moderated by Tony DeTora, Beyond Earth Co-Founder & VP of Policy Coherence. Douglas Loverro, President of Loverro Consulting, LLC and the Associate Administrator of NASA’s Human Exploration and Operations Mission Directorate from 2019 to 2020 has also recently been added to the panel.

Gordon Roesler, Ph.D.
President, Robots in Space, LLC
Dr. Gordon Roesler is a nationally recognized authority in the application of robotics technologies to space missions. At the Defense Advanced Research Projects Agency, he created and led the Robotic Servicing of Geosynchronous Satellites (RSGS) program, which will result in the first operational multi-mission robotic servicer when it launches in 2022. During his previous term at DARPA, 2002-2006, he originated the Spacecraft for the Universal Modification of Orbits (SUMO) and Front-End Robotics Enabling Near-term Demonstration (FREND) programs. Gordon has authored articles in The Space Review, the European Space Journal, Aviation Week and Space Technology, and Aerospace America. He is a co-author of the multi-organization Commercial Lunar Propellant Architecture study and NASA’s In-Space Assembled Telescope study. He provides advisory services in space infrastructure and business concepts to industry, government and academia, and is a consultant to the Defense Innovation Unit. Gordon received the Ph.D. in Physics from MIT in 1992 and is a 1975 graduate of the U.S. Naval Academy.
Barbara Belvisi
Founder & CEO, Interstellar Lab
Barbara is an entrepreneur and investor, passionate about nature, science and space.
She is currently founder and CEO at Interstellar Lab whose mission is to design and build bioregenerative habitats for humans to live sustainably on any planet, starting with Earth.
She started her career as an investor first in a FoF, then Private Equity and finally Venture Capital, raising over $80M and participated in 40 deals. At 28, she left to focus on her passion: tech and science. She helped launching The Family, a Paris-based incubator and Hello Tomorrow, an event fostering scientific innovation. Then she founded her own asset management firm in 2013 which became in 2015 Hardware Club. A hybrid fund with offices in SF, Paris and Tokyo with a focus on robotics and hardware. It incubated 400 startups worldwide, total 150 corporate partners and a $50M seed-stage investment.
The youngest woman founder of a venture capital fund in Europe, she was considered by Forbes as ‘the future of VC’ in Europe, and is among the Forbes Top-100 Women to follow in Europe and the Top-10 Women to watch in Tech In France in 2018.

Clinical Professor of Space Leadership, Policy and Business, Arizona State University
Dr. Greg Autry is Beyond Earth Institute Vice President for Economic Vibrancy. He is Clinical Professor of Space Leadership, Policy and Business, Arizona State University. He is also Chair of the Safety Working Group on the Commercial Space Transportation Advisory Committee (COMSTAC) at FAA. He has researched and taught technology entrepreneurship at UC Irvine, USC and ISU / Florida Tech. Dr. Autry served on the 2016 NASA Agency Review Team and as White House Liaison at NASA. He was nominated for NASA CFO in 2020 (Senate failed to vote). He publishes in peer reviewed journals and major outlets including Foreign Policy, Forbes, and Space News. He holds a BA from California Polytechnic University at Pomona and an MBA and PhD from UCI.
Douglas L. Loverro
President, Loverro Consulting, LLC
Mr. Douglas Loverro is a highly regarded national space thinker and leader who currently serves as President, Loverro Consulting, LLC. There, he provides strategic advice and guidance to multiple elements of the national security and civil space sectors including Executive and Legislative Branches of government, private and public space companies, international space agencies, and equity investment firms. He most recently served as the Associate Administrator for Human Exploration and Operations for the National Space and Aeronautics Agency (NASA) where he led all Human Spaceflight and Exploration activities including the mission to the moon, the International Space Station, and Commercial Crew and Cargo programs.
Previously, he served as the Deputy Assistant Secretary of Defense for Space Policy. In this role, he was responsible for establishing policy and guidance to assure United States and allied warfighters the benefits of Space capabilities and helped guide the Department’s strategy for addressing space-related issues. He led Departmental activities in international space cooperation. He was also a prime mover in the stand-up of the US Space Force
Over many decades of space experience, Mr. Loverro served in multiple leadership roles. As Executive Director for Air Force Space Command’s Space and Missile Systems Center, and the Air Force’s Deputy Program Executive Officer (PEO) for Space, he oversaw every major DoD space program. In prior assignments he managed multiple major DoD and National Reconnaissance space programs such as the US GPS program and the US’s Future Imagery Architecture Program.
Mr Loverro holds a Master of Science in Physics from the University of New Mexico, a Master of Political Science from Auburn University, and an MBA from the University of West Florida in addition to his Bachelor of Science in Chemistry from the US Air Force Academy. He was a distinguished graduate from the Air Force’s Air Command and Staff College and Squadron Officer School and was the top graduate from DoD’s Industrial College of the Armed Forces.
He is the recipient of multiple prestigious awards including the Secretary of Defense’s Medal for Outstanding Public Service, AIAA’s Durand Lecture for Public Service, the National Defense Industrial Association’s (NDIA) Bob Hope Distinguished Citizen Award, the Lifetime Achievement Award from the Federation of Galaxy Explorers, the Society of Satellite Professional Engineers Stellar Award, and the Armed Forces Communicants and Electronics Association’s (AFCEA) Benjamin Oliver Gold Medal for Engineering amongst many other civilian and military honors.

Tony DeTora is Beyond Earth Institute co-founder and Vice President of of Policy Coherence. He is also VP, Government Relations at Lynk Global, Inc., a satellite telecommunications company bringing mobile phone connectivity to unmodified mobile phones worldwide. Tony was Senior Professional Staff at the Committee on Science, Space, and Technology of the U.S. House of Representatives. Tony was Senior Policy Advisor to Congressman Dana Rohrabacher, leading activity on the Space Exploration, Development, and Settlement Act of 2015. Tony has served as an Analyst and Business Manager at PoliSpace and as Executive Director of the Space Frontier Foundation. Tony was Vice President for March Storm for ProSpace.
